Emerald Cities Northeast grew from a 2018 collaboration with ECC National and environmental organization Rocky Mountain Institute (RMI). Under this partnership, the region’s first program – the E-Contractor Academy program – launched in Fall 2019 and supported 20 diverse construction firms with business and technical skills training in the green construction industry. ECC Northeast continues to provide the E-Contractor Academy program as well as other programs related to equitable building electrification & decarbonization and community climate resilience with the support of regional partners including government agencies, labor organizations, businesses, environmental organizations, affordable housing owners and training providers.

Local Programs and Initiatives
E-Contractor Academy is a no-cost small business accelerator program designed to build the capacity of small, women and minority construction firms to successfully do business in climate critical fields such as renewable energy, energy efficiency and building decarbonization & electrification.
Training is tailored to growth sectors in the green construction industry and includes instruction on the regulatory and technical aspects of green projects, how small businesses can market themselves in green construction sectors, and how to leverage certifications to win public works projects. Contractors also receive instruction on financial literacy and are connected to financial institutions, insurance brokers, sureties and lenders, enabling them to bid on more and larger projects.
E-Contractor Academy includes comprehensive one-on-one technical assistance to ensure that small, minority firms are at the forefront of the emerging green construction industry. Specific support services include:
- Business Coaching and Mentoring
- Growth Strategy Development
- Enhances Marketing
- Improved Operational Efficiency
- Support with Obtaining Supplier Diversity Certifications (MBE, WBE, VBE etc.)
- Connections to Project Opportunities

The Emerald Connections program is funded by the Department of Energy’s (DOE) Weatherization Assistance Program (WAP) Enhancement and Innovation Grant. “Weatherization Plus Health” is an innovative strategy to reduce factors known to be linked to health risks, such as lead exposure, asthma triggers, and other toxic substances, while also improving energy efficiency through typical weatherization measures including sealing air leaks and repairing heating systems.
The goal of Emerald Connections is to deliver 120 energy efficiency retrofits to underserved communities by employing deep community engagement strategies in a community in Washington and Massachusetts. In Massachusetts, the program takes place in Lynn and is supported by Latino Support Network, a local community development corporation. Latino Support Network is leading community outreach and engagement to ensure we reach our target of retrofitting at least 60 homes in Lynn. Action Inc, a local community action agency will deliver the energy efficiency services.
Emerald Connections advances clean energy, promotes equity, supports local businesses, and fosters collaboration while advancing sustainable and equitable communities by serving low-income households and prioritizing families with high-risk health conditions.
