By providing clear overviews of the District’s sustainable building polices and standards and identifying important core business competencies essential to growing a business, the Playbook helps minority and women contractors operationalize its content to engage in the economic opportunities in DC’s green buildings market.

The DC Economic Empowerment Playbook is organized into three parts, with each part building on the knowledge and information of CBE contractor development, business competencies, and economic growth in the green sector.

Part I – Building Sustainability in DC

Overview of DC’s sustainability goals, climate policies, and building performance standards, with a focus on equity and environmental justice. It explains that the purpose of these policies is not just to reduce carbon, but to ensure that the benefits of a healthy, resilient, and efficient built environment.

Part II – Economic Inclusion

Guidance on core business competencies contractors need to strengthen and grow their businesses in the green building market. These core competencies include, but are not limited to:
