California's Prop 39 Framework Takes The High Road
On July 9, Steve Veres (pictured above), California Senator Kevin DeLeon's District Director, laid out the elements of California’s newest energy efficiency program at the kick-off of EC Los Angeles’s E-Contractor Academy at IBEW 11 Education and Training Center. The ‘hot off the press info” about the roll out of Prop 39-funded projects was good news for the 50 plus contractors present at the orientation. Not only will EC Los Angeles’s pre-qualification training and support program position them for LA County’s $30 million net zero energy retrofit pilot projects, but it will also position them for the Prop 39 funds. As much as $550 million a year for the next five years will be available to retrofit K- 14 schools throughout the State. Full implementation language is being developed, but it appears that ECC advocacy efforts with other labor and community partners paid off. $2.5 billion will be spent in effective ways – whole building retrofits for schools most in need, competitive vs. formula bid, leverages private sector financing, uses Project Labor Agreements in schools Districts, and includes youth training.
